Project Planning, Execution, and Closure Essay

Premise As the project manager in charge of IRTC’s new endeavor of upgrading their legacy billing system one of the most crucial tasks in which I have to accomplish in this function is to build a team of worthy professionals. As we know the people we work with can either be a value to a program or at time a detriment; therefore as a project manager, it is extremely important to hire the right talent at the right price. We have to keep in mind while talent is important, it’s even more important to hire personnel that will coalesce effectively in all manners pertaining to the crucial work. Without synergy from the team, the project manager is taking unnecessary risk that may impede reaching benchmarks thus ultimately risking the ability to meet requirements. Along with many other tasks, the project manager has to hire competent individuals and align these individuals to roles that are best suited for the project. The IRTC billing system project has budgetary limitations, the budget for the project must be managed so that the best value is created for the lowest cost. The contract allows 2.5 full time employees but requires three positions to be filled for the role as the end user, business analyst and team leader, thus the common sense approach would be to create two dual hated positions that can perform at least two or more roles. I recognizing that the IRTC billing system project will be best suited for two multi-talented FTEs, therefore, I am strongly considering Chris and Terry for the End used, business analyst and team leader positions. Terry would be a great fit for the team leader and business analyst position, while Chris would be a perfect fit for the software tester and end user position. What does a business analyst do? The roles of the business analyst will vary from company to company. In theory the ideal Business analyst should be versatile in numerous functions related to business; the business analyst does not have to be a master in these functions, a general knowledge will suffice, enough knowledge to see trends and recognize superfluous factors that may have adverse effects on those function. A business analyst should have knowledge in finance, engineering, computer hardware architecture, operations, finance, engineering and technology. Business analysts typically serve as the liaisons which will bridge the individual departments within an organization together throughout the various phases within the developmental process. The following are core skills and functions of business analyst, as dictated by an article from Villanova University: Business analyst will works all the departments within a business to isolate prospects for enhancements in business operations and processes. Business anal ysts are usually included in the modification and strategy/design of IT systems or business systems. The analyst interacts with the business stakeholders and subject matter experts in order to understand their problems and needs. The business analyst and the project manager are usually close based on the fact that the business analyst will have to familiar with documents pertaining to the project and usually analyzes business needs and requirements being created by the project manager. Business analyst are usually involved in all aspect of the new project, a big part of their role is to solve business problems, come with business solutions technical issues that warrant such measures. A big part of a business analyst role is to documents technical design and functionality of the new system. Business analyst seldom works together with developers and system architects to ensure that proper integration of the system being worked on. A business analyst might aid in tests for the system being developed and part of his tasks in this function may be to produce user manuals and documentation for the system. In retrospect to the various tasks of the business analyst Terry would fit perfect within that roles. Terry has business analyst experience already and Terry attitude toward the work is positive. What does a team leader do? The team leader’s role and functions are directly related to the team members; hence various employees are hired by the project manager because of their knowledge and expertise. The team leader’s is hired to effectively coordinate those team mates. Nonetheless, the team leader should be familiar with organization processes and have a good report with various stakeholders. The team leader should be the liaison between the team and act as a moderator between the individual team members and the project manager. He or she should have constant interaction with the team as to gather pertinent information so as to improve processes. The team leader is usually in charge or may act as the schedule keeper and record keeper during the various stages development. The team leader must build and maintain a good relationship with the sponsor, as he or she will have constant interaction the both the sponsor and stakeholders. Lastly, the team leader may play a part in the selection of n ew team members. The team leader is a role for a project, the person in that role may have other functions within the organization, and therefore that person must learn to manage his various roles accordingly to be effective. Cron.com states that part of the role the team leader is to develop strategy, communicate the vision, serve the team, remain calm, and make decisions. Terry would be exemplary in the team lead position. I have worked in program where the business analyst and team position are one of the same, being fulfilled by one person. What is an end user? The best way to describe an end user is to think of that type of person which will ultimately be using the system or software being developed. In the realm of information technology, the concept of the end user is somewhat different; the usage for the term may be nominal to any industry but have a totally different function in IT. In information technology or the production of information technology systems, end users are hired for the sake of testing the system as a measure to provide feedback in various areas. People who do not have a good working knowledge of the software are used for the purpose of human factoring, functionality, feasibility, ease and purpose. Developers will use information from the end used in the various phases of the system being develop to improve in areas where end users functionality and ease of operation is warranted. Chris would be the  perfect person to act in the role as the end user. Chris would be a valued member to the project not only does he fit perfect for the end user role but he has programming talents as well as good useful knowledge in software testing. Why I choose Terry and Chris Upon reading the background of the five candidates, it became clear which candidate would fit within my ideal team. First off, I disqualified Pat as candidate, although his well-qualified and would have made a great team lead/business analyst, Pat’s attitude toward the project makes me full uneasy and question is diligences to fulfilling his task based on that he does not see the benefit of moving to the Web-based version. I disqualified Jan for team lead position and business analyst position just because Terry is just a better and I could not hire her any other position because her salary requirements is higher than Terry’s. Also, Pat is overly qualified for the end user position. I did not consider Robin for either position albeit she may be a value in another needed role, possibly as a programmer. Terry and Chris will only take 48 hours from the 100 hours allowed for full time employees. Jan might be a good candidate to hire as trainer considering I we purchase the training package from the vendor. Jan’s background with vendor’s competitor will make her an avid trainer; also it would be good to have her counsel. This is because this island lies in the Pacific Ocean about 999   Ã‚  km from the South American coast and straddling the Equator. Due to this smart geographical condition, there is abundant biodiversity of both flora and fauna. Galapagos Island is one of 13 islands that is currently inhabited, with a total population of 30,000 people. According to the latest survey, the Galapagos Marine Reserve occupies roughly 139,000 square kilometers. This large natural habitat can support huge mass of living creatures if protection measures are put in place to safe the endangered species. The island was recognized as world heritage site due to abundant living things that are not easily found elsewhere, but only exist in this prestigious island. Galapagos has specific niche to many unique, endemic animals. Naturally, some of these animals are fearless due to lack of natural enemies. This is a usual case for some of marine life. The only enemy is man due to his agribusiness activities and his new technologies concerning marine science, fishing and tourism. For example, the giant tortoise has gradually evolved into several distinct forms on the different islands of the archipelago. The reason being, these tortoise have no natural predators except man during the 17th and 18th centuries when buccaneers and pirates used the islands as a staging post. This is the only time when these tortoises were being used as delicacies. The Galapagos Island has several species of reptiles. They include, the marine iguana, which is a herbivore that grazes on seaweed, land iguanas, lizards, geckos, lava and snakes. Some of the native terrestrial mammals include rats that prefer grassy areas or wheat and rice plantation and two species of bat. Other common creatures are finches. There are several species of finches. Some are small brownish, soil like finches that are adapted to a range of different foods. These are known as Darwin’s finches. The name was coined after the father of evolution sir Charles Darwin because they have been important to scientists trying to study how evolution occurs this is because of different beak types. They include the tool-using woodpecker finch. Other endemic terrestrial birds include hawk, flycatcher, rail and other species of mocking birds. All these birds have specific characters that feature in them and are the only birds found in Galapagos.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚     Ã‚  Among the endemic aquatic birds are a flightless cormorant, two species of gull, and one penguin species that live in tropical waters. Going on, Sea lions and fur seals occur along the coasts, while dolphins, whales and sea turtles are also common. Other species of fish are found along the seashores. Several species of insects, cryoptera, spiders, mites, slugs, land snails, seashells, starfishes and urchins, crabs, and many other smaller invertebrates occur.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Beside different kinds of animals, the island supports different types of fauna. The plants of   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Galapagos are equally fascinating and attractive. In the highlands, there occur many species of endemic Scalesia tree that is characterized by having daisies, as well as tree ferns, bromeliads and orchids. Along the coasts are mangrove forest and huge prickly pear and candelabra cacti. The Brachycereus cacti are adapted to less fertile lava flows. The lava flow is a remnant of volcanic activities that erupted in the past . Note that Galapagos Island is a product of those volcanic activities. The shores can support many vivid morning glories and mats of bright red sesuvium. Galapagos also has its very own, endemic species of cotton, tomato, pepper, guava and passionflower that are not exotic. Kinds of plants, especially those belonging to the daisy phylum, have gradually evolved on the different niche in this island into whole arrays of endemic species. This again provides bio-conservationist with classic examples of adaptive speciation. Despite being rich in its pristine nature, it faces challenges and extinction threats to the only unique type of biodiversity in the island. Actually foreign species sneaked in by naughty ship workers, pirates and other evil-minded foreigners are some of human intrusions that adversely pose a major threat to native terrestrial biodiversity. Another factor is spilling of oils in the seawater and during mosquitos’ control. Several myriad of invasive plants and animals vectored in by man’s day to days operations, inhabit the island adding more competition in the food chain. . Some of these foreign plants include food crops like quinine, guava and blackberry. Some of introduced species in Galapagos Island include rodents like the black rat, Norwegian rat and house hold mouse. These rodents are disastrous as they feed on the native wildlife of the islands, including plants, seeds, bird’s eggs and chicks, reptile’s eggs and young ones. This way the rodents threaten the fragile ecosystem of the islands and are responsible for extinctions on islands biodiversity worldwide. The rodents also pose a great risk to human health by spreading zoonotic infections.[1]   Beside that, rodents are agricultural and household pests. They are vectors to fleas, worms and other protozoan. It is known that some nematodes that affect rats can invade other small animals and plants through evolution. Much tourism during breeding seasons increases animal stress and disturbance. This interferes with reproductive systems. Other endemic birds in the island are the tree finches such as Certhidea olivacea and Camarhynchus psittacula.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The Galapagos birds are already under threat from invasive rodents. The interference from both natural effects and human activities is a threat to Galapagos penguin and other aquatic bird species From a case study, it was observed that, 22 to 23.5 percent of the endemic plant species and 48.9 to 51 percent of the vertebrate species are considered endangered. Some of these problems have existed for more than a century due to negligence and ignorance by the government and other environmentalists.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Global warming which is a feature of human adverse pollution to the environment has endangered marine life. Snow and ice melting is a threat to some of marine creatures. Another threat to the biodiversity is that, Galapagos is undergoing an enormous cycle of economic and population growth that is accelerated by external markets and competition. External pressures are accompanied by increased threats to native biodiversity that drag be hide conservation efforts. Some of these threats as stated are the arrival of invasive species, over-harvesting of marine resources, for example, almost more than 90 million sharks are killed a year, mainly for their fins. They are fetched from the sea purposely for their fins and not the flesh. This barbaric altitude can wipe sharks in the near future if pouching will not stop. When sharks become wiped, tourism industry would be greatly affected making the economy of Galapagos to dwindle. Lastly, more frequent pollution events like agribusiness activities interfere with biota.   Agricultural farming involves use of several chemicals that interfere with the marine life. This mostly occurs when these chemicals find their way into the sea either by drainage or through silting.   Ã‚  Ã‚  Ã‚  Ã‚   Indirectly, enormous demand growths on the biodiversity of the islands are due to the international tourism industry and aquatic or marine resources. These are some of global factors driving business growth in Galapagos. This huge developments act as catalysts for the growth of the Galapagos human population. This has consequently, resulted to the needs for greater local access to basic natural resources and public services to catch up with the increasing human population and competition; this creates new social and political stresses in the islands. Poor distribution of resources and income from the protected areas discourages self-motive for conservation. Internal conflicts due to external market impact do not address conservation of biodiversity. Lack of awareness on importance of conservation biology in the Island, and non-instrumental professionals lead to failures to re-address the issue of endangering the species.   Conservation   methods and the needs to protecting the biodiversity.   Ã‚  Ã‚  Ã‚   After describing most of endangered species in this island, it is good to focus on and advocate scientific Conservation methods of both flora and fauna. Preservation of the endangered species and the environment is a complex process that requires strong machinery force. Therefore, without government and non-government back-up, this project cannot succeed. Proper programs need to be set up to outsource services and other strategic means, including funding to enhance successive conservation. In Galapagos Island, several foundations currently help to fund this project. Nevertheless, the funding is not enough to meet all the necessary measures. For example, the Galapagos Conservation project, Charles Darwin Foundation, The Galapagos Conservatory etc cannot meet these challenges without aid from donor funds. This is because to educate the whole nation about the importance of conservation, and other necessary measures is a big issue that requires donor’s aid. This should be a foundation to remove corrupt inhabitants off the islands. Farming methods that protect the environment should be implemented e.g. restrict any use of harmful farming methods.   Institution of higher learning should be set up to offer degree courses on conservation biology. This is because local young Ecuadorian conservationists do not have the necessary qualifications to move forward in their careers. Galapagos scientists need to be empowered with doctors of philosophy to rise to the positions of future responsibility. Surprisingly, the Charles Darwin Foundation comprises foreign scientists such as American or European as the most learned barons who cannot dedicate their service fully. The government through its own funding or by donors fund should focus on establishing environmental exhibition and communication activities. This is a valid proposal to create awareness and to inspire stewardship on Island farming and cultural behaviors that can enhance conservation. Some of the undertakings that the government should do is protecting the national parks and resorts. Furthermore, conservationist and other well-wishers have supported by saving giant tortoise from extinction. What to protect and the methods to be used depend on scientific knowledge and government back up. This will include careful study, research and interpretation of existing data on wildlife. The funding requested will be required to help local residents to become a leader of their own future. Without the necessary research, awareness, funds and dedication provided by the Galapagos Conservation Trust, this valuable habitat and its unique wildlife will become a history.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The fact is extinction would be due to human intrusion. This adversely leads to loss of biodiversity. The consequences are loss of marine life and disappearance of native terrestrial animals and plants.   Many species of wildlife will be extinct, species that have been a pivotal point in the discovery of natural selection. The advancement of these studies that is so important to science will be lost. There are many species in Galapagos Islands that are not analyzed. The destruction of the sensitive ecosystem could destroy these species forever.   Apparently, tourism sector would be greatly affected this Island biodiversity becomes extinct. Tourism is growing at an enormous rate of 4% per year and is expected to continue at this rate. The need for support functions in the industry continues to provide significant job opportunities for the local residents. To Gandhi, the Hindu creed was: Search after Truth through nonviolent means. Satyagraha, Gandhis approach to conflict, was to hold firmly to the Truth. He also believed that violence shuts off channels of communication. The Satyagraha theory has influenced many other movements around the world on civil resistance. Gandhi had become a role model to other great leaders such as Martin Luther King Jr. If Mahatma Gandhi can influence great minds, he should be able to influence the common people. He has left with us great teachings which would be able to help us solve many problems. If only we are open to them, we will be gaining access to peace and harmony. Reading for Pleasure Importance It is important to read as it can improve childrens language use and by reading for pleasure they can adapt to the language easily. According to Reyhene (1998) children who read for pleasure could somehow improve their language skills unconsciously and automatically. Besides that, Bignold (2003) pointed out that the reading habit could enhance or improve childrens reading skills. Therefore, the main issue of reading is that it helps to expand young peoples experiences and knowledge (Green, 2002). Children not only can expand their knowledge but they can also cultivate reading habits for lifelong learning (Pandian Ibrahim, 1997). It is usually being recommended that reading behavior should start at an early age and conducive reading environment plays an important role in order to stimulate lifelong reading (Pandian, 1997; Anderson, 1982; Winebrenner, 1971; Sanacore, 1990; Krashen, 1996). The exposure to reading for pleasure could help the children in many ways and it can increase or improve their reading achievement. Reading materials appear important for the development of reading comprehension such as reading fluency, or the ability to read text quickly and accurately (Chall, 1996; LaBerge Samuels, 1974; Stanovich, 1986), and learning many vocabulary because children are more likely to encounter new words by reading rather than from their daily conversation (Hayes Ahrens, 1988). Reading could increase childrens background knowledge that could help to assist future growth in reading comprehension (Stanovich, 2000). 2.2 TEACHERS ROLE Teachers play an important role where they could be described as the one who can instill intrinsic motivation to read among the students. Cole (1999) recommended that in order to motivate students to do pleasure reading, a teacher must be motivated to discover their students literacy personalities. Cole (1999) also talks about the role of librarian teachers who could offer the students with an enormous variety of books on various topics, levels and genre to capture the interest of students in reading. Students will have the interest to read if the librarian teachers could provide books according to the four stages of reading development such as building fluency, reading for pleasure, reading to learn and mature reading (Gillet Temple, 1994; Fong, 1997). According to Abeyrathna Zainab (2004), teachers could help inculcate the reading habit by giving students the experience of reading under guidance such as helping students to select materials based on their interests. Students are usually motivated to read by adults and take the adults as their reading model. Parents would be in the first rank, teachers would be in the second rank and librarians would be the third choice in being the students reading model (Hughes-Hassell and Lutz 2006). Most of the students are motivated to read usually because of the parental and home influences. Teachers should never take for granted that reading potential of students can happen anywhere although they come from an environment where reading is not valued (Duncan, 2010). Teachers can have strong and lasting effects on students reading attitudes and practices (Pitcher et al. 2007). Teachers must adopt an enthusiastic attitude toward reading and openly discuss their personal reading lives with students. In the class, teachers can have sharing book recommendation or just mention a recent enjoyable reading experience that could help change the perceptions and beliefs of nonreaders. The main problem is that most teach ers do not do reading for pleasure. Nathanson, Pruslow, and Levitt (2008) found that most graduate education students viewed reading as important, yet many were disinterested and did not engage in regular personal reading. Teachers cant expect students to be excited about reading if they themselves are not personally engaged in reading for pleasure (Duncan, 2010). 2.3 ROLES OF LIBRARIES AND LIBRARIANS This is the part where the roles of the library are being stressed and the environment of the library plays an important role. Every classroom should have a classroom library collection that can be filled from the main library collection. It is easy to access and at the same time could encourage and motivate students to read (Gniewek, 1998). The school librarians are the ones who should provide a richer collection by having latest books and knowing the students reading preferences. According to Abeyrathna Zainab (2004), students are not happy with the library collection when it comes to reading for pleasure. There were a vast differences on the books that the students need and the books that was available for them to read. It is suggested that to solve the problem, the school library should have borrowed some books from the public library for teaching and reading needs. This could help financially for the school and obtaining reading materials that students are interested in. In Thailand, a study was carried out about the roles of libraries. According to Somsong (1999), the roles of libraries, librarians and library programs play an important role in helping to stimulate and develop reading interests among students. There are lots of studies that indicated that children who are in schools that have libraries and librarians read a lot often compared to children who attended schools that have libraries but no librarians to guide them (Lance, 1994; Lance, Rodney and Hamilton-Pennell, 2000). It is important to have librarians in the library as they can help provide resources for the students regarding their reading preferences. They can help children search for the books that students prefer easily by organizing the books according to its genre which will trigger the students interest (Whelan, 2004). Reading can also be integrated with electronics such as reading e-mails and journals from the internet (Pandian, 1997). Libraries should have equipped with electronics such as computers and internet connection to provide the latest issue or information (Whelan, 2004). Librarians should renew their effort in guiding and tutoring the children for the usage of the libraries to stimulate and to promote positive attitude towards using the library for leisure reading (Chai, 1996). A warmth feeling of librarians who welcome readers to read in the library could help in stimulating students to read more. In Sri Lanka, the National Library and Documentation Service Board (NLDB) carried out a survey in 2002 and found the following situations; reading habits of students was poor due to the condition of the school libraries that was not encouraging as the book collections were old and most students read light materials such as magazines, novels, comic books and newspapers (Abeyrathna Zainab, 2004). 2.4 PARENTS ROLE Parents play an important role in order to reinforce the childs reading habit and interest (Cole, 1999). The first teacher for reading are the parents as they are the role models for their children and this apply to the interest in reading either to gain knowledge or for pleasure. According to De Medina (1976), who studied 50 families in Brazil, reading only occurred when there is a place to read at home, if the adults bought books and also if there is someone who guides the children to read often at home. There is another study which supports that home does influence reading among children. According to Kathers (1996), the study is on the children who were active in participating in extracurricular activities or have children that perform well on their reading test and have parents who were actively involved in school activities (Goldenberg, 1992). Home environment did influence ninth grade students attitude towards reading. Home environment can be included when a child is used to being read to, having a public library use, receive books as gifts, large personal and parental book collection and have subscriptions to magazines (Abeyrathna Zainab, 2004). Parents who are readers can encourage reading for pleasure among their children but it will be reduced once the child grew older (Demise, 2001). College students do not need parental encouragement as they usually read for pleasure. Besides that, they also do not need their educational status to make it as a leisure reading habits (Blackwood, 1991). Parents who create a pleasant atmosphere that fosters reading by providing space, reading materials, encouragement and example will endorse their children the love for reading (Pandian, 1997; Greaney, 1996). 2.5 ATTITUDES ABOUT READING There are two motivations that could encourage students to read for pleasure. The first one would be individuals feelings about reading. Alexander and Filler (1976) stated that the feelings of the reader can be influenced by involving themselves in reading, thus attitudes about reading should relate to individuals. The theory of information pickup suggests that perception depends completely upon information in the stimulus array rather than atmosphere that are influenced by cognition. According to Gibson, perception is an express outcome of the properties of the environment and does not engage in any form of sensory processing. Information pickup theory stresses that perception requires a lively organism. The act of perception depends upon an interaction involving the organism and the environment. All perceptions are made in reference to body position and functions (proprioception). Awareness of the environment derives from how it reacts to our movements (Gibson, 1977). The second motivation is childrens interest in reading. Researchers have looked into the interest that affects comprehension. Schiefele (1996) found that college students who were interested in the text materials used in the study understood those materials more deeply than did students who were less interested in the materials, even when the students prior knowledge of the materials and general intelligence were controlled. In studies of fifth and sixth graders, Renninger (1992) found that interest in the materials enhanced comprehension, even of materials that were quite difficult for the children (although there were some gender differences in these patterns). Thus interest in reading appears to be an important motivational variable influencing different aspects of reading performance. 2.6 REASONS STUDENTS DO NOT READ FOR PLEASURE One of the main reasons students do not read for pleasure is because of the technologies. According to Gunasekara (2002), there are three major hindrances to the promotion of reading habits. It includes preference to chat using the computer, listening to the radio and preference for television viewing. There are also some students who liked to read and considered themselves readers but did not take the time to read regularly or update their knowledge. This does not mean that they are reluctant to read but they gave priority to other activities such as sports, social life and school work (Abeyrathna Zainab, 2004). 2.7 ACADEMIC READING PURPOSE Most reading was done mainly for examination purposes (Abeyrathna Zainab, 2004). Students usually read to prepare for examination. A recent Malaysian survey on the reading behavior of 22,400 individuals and 6,050 households by the Ministry of Education revealed that only 20 per cent of Malaysians read regularly (Pandian, 2001). This review (New Straits Times, 29 August, 1996) further stressed that the small figure includes students who read just to pass exams. In Malaysia, the students associate reading with academic tasks and not for knowledge or pleasure most of the time (Sunday Star, May 26, 1991). By doing this, it does not enable students who can read to use the activity in a significant way for self or social development (Pandian, 1997). The main hindrance on reading for pleasure is the excessive concern of students with reading textbook for examination purposes. Students will regard reading to pursuit knowledge in preparing for the examination as the main purpose of reading and they will never realize the importance of reading for pleasure or enjoyment (Abeyrathna Zainab, 2004). 2.8 TECHNOLOGIES AND COMMUNICATION Public awareness has been haggard to the rising crisis of non-reading among Malaysians especially among the Malaysian students. Readership behavior here refers to reading skills and enthusiasm to read for information and leisure as well as reading practices that appoint different prints and audio-visual contents, such as newspapers, magazines, non-textbooks and informative material of various multimedia (Pandian, 2001). The cultivation of reading habits is also inclined by a series of other factors like exposure to media and computers. We live in an era where technologies are the center of everything and we tend to be occupied by it. One study investigating the media exposure among young people in the Klang Valley has observed that in a week these young people spend about 14.6 hours on television, 3.4 hours on video, 4.1 hours on computer, 16.3 hours on radio, 7.11 hours on newspapers and 4.7 hours on books and comics (The Star, May 8, 1997). The above findings advocate that the visu al representation is becoming arguably more significant than the printed word (Pandian Ibrahim, 1997). This proves that Malaysians spend more time on technologies rather than having the printed materials to read. Reading reluctance happens when a generation who can read chooses not to read. This situation can lead to generating more reluctant readers. The term reluctant readers refer to the people who can read but do not read. The focus on reading is critical given the growth of communications technology and the adjustment of reality we tackle in modern societies. In order to make reading more meaningful, it is important for young people to learn not only to read but nurture reading behavior for lifelong learning. There are many new forms of reading texts such as mass and multimedia but it does not ensure if communication technology will be used to sustain students reading for pleasure and lifelong learning (Pandian, 2001). 2.9 READING MATERIALS PREFERRED BY STUDENTS Easy access to books could promote or encourage students to read more. In an article of a magazine by Duncan (2010), it is suggested that every classroom should have a library where the books are filled with high-interest reading materials that students would love to read. Books that are easily accessible are most likely to be read by students when they do not have anything to do. Lots of researches have been done on the most important role which is the home environment itself that could promote and create lifelong readers but for students who could not afford to buy any reading materials, the classroom library must provide many reading materials that could be easily accessed. It can also help to promote positive reading attitudes and help the students to improve their reading performance (Young Moss 2006). Teachers are the ones who will be in charge of picking the texts that are popular among students. Teachers should not limit the students reading by only providing books they feel students should be reading. Teachers need to widen the concept of reading materials and also supply books with a wide range of fiction and nonfiction books (Duncan, 2010). Comics, series books, magazines and other materials not traditionally read in school should be considered (Lesesne, 2003). Students who are intimidated by books, magazines and comics might be interested in reading as it offers a comfortable and risk-free reading experience (Duncan, 2010).

Critical Reviews of Brave New World Since the original publishing of Brave New World, the book has stirred up a brew of controversy. It has received many reviews both positive and negative. In this paper I will provide examples of both and look at the reasons behind them. My first review is a negative one. In the review the reviewer states as his main reasons for disliking the book are the obnoxious characters and plot holes. A few examples of this are that Bernard Marx is unhappy with his life and wants to expand his mind yet all he does is take random vacations to the Savage Reservation. Heritage as an Idea of Oneself in Bless Me Ultima and The Lone Ranger and Tonto Fistfight in Heaven  Ã‚        Ã‚  Ã‚   Traveling through humanity is a never-ending story.   Traveling through ethnicity is an ever changing journey.   Is race or culture a matter of color?   Is it a way of life;   or a decision an individual makes?   Is it an idea one has of themselves?   In the novels, Bless Me Ultima (Anaya 1972) and The Lone Ranger and Tonto Fistfight in Heaven (Alexie 1993), two different minority characters, Tony and Victor, give voice to their journey of growing up and finding their place in the world in regards to their heritage. The characters, in Anaya's and Alexie's novels, relate to a dominant culture, pursue balance in their life by searching traditions of the past, and attempt to blend their heritage into the present allowing them passage to the future.   Their journeys differ in respect to heritage and family situation.   Their journeys parallel considering that they are both male, belong to a minority, seek individual identity, and search for their place on the planet.   Each seeks peace within and without.   Although, their journeys are different, they are the same. Ethics Bank Bailout

This paper explores the ethics of bank executives receiving large bonuses despite the fact that they received a bailout. I identify the utilitarian and deontological implications of these executives’ actions. This paper also examines if the executives deserved the bonuses, did the banks need a bonus, and how the banks should have been regulated by the banks.Keywords: bailout, utilitarian, deontologyEthics of Bank Bailout BonusesCurrently the economy is still in â€Å"The Great Recession† largely due to the fallout caused by banks. Banks caused this fallout by giving out home loans to unqualified borrowers.  The banks approved loans they know could not be repaid by the borrower because of the terms such as adjustable rates.These home loans started defaulting; which started a domino effect of bank failures, further driving the economy into a downward spiral. In came the government, armed with astronomical sums of money determined to rescue these large financial institut ions. Enrich, Hilsenrath, and Solomon (2009) state that 700 billion dollars of taxpayer money was used to bailout these banks under the Troubled Assets Relief Program (TARP).It wasn’t long after these bailouts that these banks continued to reward the executives with large bonuses. Should have these top executives of these major banks that received the bailout money been allowed to receive large bonuses? I say definitely not because it was wrong under the provisions of utilitarian ethics which I believe should have been applied in this situation. These executives were at the helm when these banks failed. Bonuses should be rewards for success not compensation for a title or position. If these banks had enough money to give bonuses then the question of do they really need a bailout should be asked.Furthermore, this bailout money did not belong to the banks to give out as they pleased, it belonged to the taxpayers and the money should have been accompanied by stringent regulation s imposed by the government. A bonus is normally given as a reward for production or as an enticement for favored behavior or performance. On Wall Street a bonus is an equivocal right with no strings attached. Success or failure does not matter. Being an executive in the country’s most powerful financial firms is justification enough to entitle them to a bonus. This is the methodology that these institutions follow.Executives used deontological ethics because they focused on their rights and entitlements as executives. They decided their rights to large bonuses outweighed the importance of righting the economy which affected the entire country. Meanwhile, these are the same executives that were in charge when many American’s retirement plans and investments were depleted or completely wiped out. These were the same executives that oversaw an industry that gave out home loans with impossible repayment terms. It can be argued that the banks caused the entire financial wo es that are still present today.Instead of the institutions terminating their executives for not stopping their organization’s misdeeds they were rewarded. These bank executives drove their institutions to the brink of demise. Yet, they were still rewarded with multi-billion dollar bonuses. How could this be justified or ethical? According to Freifeld (2009), Citigroup Inc. , Merrill Lynch & Co. and seven other U. S. banks paid $32. 6 billion in bonuses in 2008 while receiving $175 billion in taxpayer funds through TARP. That means that almost 20% of the government’s bank bail-out to these banks was used on bonuses for their institution’s executives.The question has to be asked, â€Å"Could the bank bailout have been 20% less to these banks? † An even more interesting question would be, â€Å"Did these banks really need the bank bail-out money? † These executives took an ethical egoistic approach by accepting these bonuses. Andre and Velasquez (198 9) explain that three steps to apply utilitarianism to any situation to decide a moral course of action. The first step is to identify all the course of actions that are available in a situation. The second step is to determine all the beneficial and harmful consequences of each course of action for everyone affected by the action.Finally, the third step is to select the course of action that provides the greatest benefits after the costs have been taken into account. Let’s apply this theory to the bank executives and their choice to receive a large bonus. First step would have them identify all their course of actions available to them, which was to take or leave the massive bonus. Secondly, was to determine all the beneficial and harmful consequences for each course of action for everyone affected by taking or refusing the bonus. Those affected by the taking or leaving the bonus include the executive, the financial institution, and the taxpayers.The beneficial consequence o f taking the bonus for the executive is a very large sum of money. The benefit to the financial institution and the taxpayer is none. The harmful consequence to the executive would be obvious, which would be the loss of a tremendous amount of money. The harmful consequences for the financial institution would be loss of capital that could be used somewhere else more productive and the loss of the government’s confidence. The harmful consequence of the executive taking the bonus would be an increased budget deficit which may lead to higher taxes and loss of federal program funding.Finally, weighing the consequences using the utilitarian theory the greatest benefit would be for the executives to refuse the bonus. The right decision for these bank executives would have been to take a utilitarian ethical approach and not accepted their bonuses. These bonuses hurt the government and the people of the United States by costing the bailout more money than necessary and creating a lar ger deficit. Thus, the act of the executives taking their bonuses was morally unethical under the theory of utilitarian ethics because the consequences were more harmful for the greater population.Instead, these executives prioritized their needs and wants higher than the needs and wants of the people. Financial executives were following the ideology of deontology when they made their decision to take their multi-billion dollar bonuses. According to Alexander and Moore (2008) deontology is based from the word â€Å"duty. † I believe that these bank executives felt it was their duty and entitlement to take the bonus. Also deontologists believe in following the rules even though the act may be considered the right thing to do even if it produces bad consequences (Alexander & Moore 2008).They were not breaking the rules or law when they took their bonuses because there were no regulations or rules against them doing so. They followed the rules and it produced the bad effect of c reating a larger than necessary bailout amount. On the other hand however, the government made the bank bailout loan on good faith. Utilitarian ethics were applied in the decision to give out the loan because they feared the banks would ultimately fail without the money. The choice was made out of consequence. The consequence of failing banks would be a country with an even worse economy and completely ruined financial sector.Thus, the government acted and followed utilitarianism’s theory of the greatest good, for the greater amount of people. The government should have not rushed to give the money to the banks without devising stricter regulations. Restrictions were placed on some executive compensation for participating banks, but did not limit salaries and bonuses (Despite Bailout 2008). If the government had placed limitations regulating excessive bonuses this could have been avoided. Executives would have been able to follow either consequential or deontological ethics b y following these limits imposed.Instead the government through legislation did not impose sanctions against bonuses as part of TARP. By failing to do so they left the door open for banks and executives to make ethical choices on their own. I explored the utilitarian and deontology implications of the bank bailout bonuses. I found that the bank executives should not have taken the bonuses after receiving bailout money from the government by using the utilitarian theory because ultimately the consequences were more harmful than good for greater population. I also explained why executives should not have received the bonuses based on their and their institution’s performance.I also questioned whether the bank bailout money was necessary because the banks had enough money to give out large bonuses. Also discussed was the idea of the government imposing stricter sanctions with the TARP legislation forbidding large bonuses. I also stated that the bank executives could have been et hically right under the pretense of deontology. Deontology’s theories revolve around duties, rules, and obligations (Waller B. , 2008). Therefore, the bank executives felt they had the right and duty to an enormous bonus as heads of multi-billion dollar financial institutions. They also followed the rules by accepting the bonuses.
